The Govt. of India recently announcement to setup 7th Central Pay Commission for review and revise Pay. Pension and perks etc of 50 lakh employees in Central government service and 30 lakh pensioners with effect from 1st of January 2016 The employees of J&K State used to have their own pay.
Commission and they were being represented by the All J&K Low Paid Employees Federation headed by a veteran trade union leader Abdul Majid Khan. Last time, State Pay Commission was setup under the chairmanship of Late Justice J.N.Bhat, recommendations, where of were given effect in 1982 in respect of state employees and pensioners. Central govt., employees envied the revision of Pay, Pension and perks as the employees leadership has been successful in convincing the Pay Commission about the genuine needs and aspirations of state employees and pensioners.
However, employees of almost all the states raised the demand for implementation of 4th Central Pay Commission on Central pattern and besides in other states it was implemented in J&K State in two phases i.e. in 1987 and 1992 and thereafter 5th and 6th CPC’s recommendations were also implemented in the state in fractured manner in 1996 and 2006 respectively. We were not in a position to put our own view point with regard to genuine needs and aspirations of employees and pensioners of the State before these pay commissions as such whatever were the recommendations of those Pay Commissions were sought to be implemented on Central pattern.
Instead of setting up central pay commission, National Pay Commission is the need of the hour to enable state employees organisations to put forth their view point before such pay commission for evolving a uniform structure of pay, pension and perks throughout the country.
